By the ~leventh section of the act of June 30, 1864, it is made the duty of any person made liable to annual tax, on or before the first
Monday of May in euch year, to make a list or return to the assistant assessor of the district where l?cated, of the articles charged with special
duty or tax, including income anJ articles in Schedule A .
Every person failing to make such return by the day specified will be liable to be assessed by the assistant assessor according to the best
information which he can obtain; and in such case the assistant assessor will add twenty-five per cent. to the amount of the tax.
In case any per~on shall deliver to an assessor any false or fraudulent list or statement, with intent to defeat or evade the valuation or
enumeration required by law, the assistant assessor will add one hundred per cent. to such duty; and in such case the list will be made out by
the assessor or assistant assessor, and from the valuation and enumeration so made there can be no appeal.
The assessment list, when completed, will be returned to the collector, who will advertise in so"me public newspaper published in each county
within the district, "if any there be, and by written or printed notices to be posted up in at least four public places within each assessment clistri~t,
that the said duties have become due and payable, and state the time and place within said county at which he will attend to receive the same;"
and to any sum unpaid after the thirtieth day of June, aBd for ten days after demand, there will be an addition of ten per cent. as a penalty for
such neglect.
Guardians· and . trustees, whether such trustess are so by virtue· of their office as executor, administrator, or other fiduciary capacity, are
required to make returns of the income belonging to minors, or other persons for whom they act as guardians or trustees, and the income tax will
be assessed upon the amount returned, after deducting such sum~ as are exempted by law; pro'Dided that the exemption of six hundred dollars shall,
not be allowed on account of any minor or other beneficiary of a trust except upon the statement of the guardian or trustee made 4aor oath that
the minor or beneficiary has no other income from which the said amount of six hundred dollars may be exempted and deducted.
·when coupons of United States bonds, or gold received for them, are sold within the year, the amount of legal tender currency received
therefor should be returned as income under paragraph 9.
'Vhen any person has gold, or coupons payable in gold, on hand at the close of the year, its value should be returned at the value of gold at
the close of the year.
This value in New York was 145.
Articles embraced in Schedule A must be returned in the list printed on this sheet.

neglect to use all pr acticable means to save and preserve the pr operty from damage at and after the fire ; nor for loss or damage to property of any oth er party, unless t he interest of such par ty is stated in this policy; and there can
be no abandonment to the Company of the pr operty i nsured. The assured shall not recover or demand of this Company any greater portion of th e loss or damage than t.he amount hereby insured sh all bear to the whole sum in10 sured on said property. The Company may at any time cancel this P olicy, r eturning the u nexpired premium pro rata, and the assured ma.y cancel by paying custom ary short rates for the expired time.

If the assured, in the written or ver bal application for insurance, makes any false or erroneous r epresentation material to the risk, or if ther e is any neglect or deviation from the laws or police r egulations, made to prevent accidents
12 from fire ; or if the premises insured are held upon lease or ar e upon leased ground, or the inter est of the assured is not one of absolute ownership, and the nature of the interest is not clearly defined in writing h ereon ; or if th ere
13 is any attempt on part of the assured to defraud this Company ; or, if the title of the property is t ransferred or changed; or if, without written consent h ereon, there is any prior or subsequ ent insurance, or the P olicy is assigned, or
14 the r isk is incr eased by any means within the control of the assured; th en, aud in every such case, this P olicy shall be void.

P ermission is given to use for lights, Gas, Kerosene or Coal Oil, or Durning Fluid.
All persona having n. claim under this Policy shall proceed at once to pu t the proper ty saved in the best order possible, separating the damaged from the undamaged, a.nd shall give immediate written notice to the agent and render a particular

17 account thereof, with au affidavit, stating the time, origin and circumstances of the fire; the occupancy of the building insured or containing th e property insured; the whole val ue and ownership of the proper ty insur ed ; th e amount
18 of the loss or damage upon each article; other insurance, if any, and a copy of all Policies; if r equired, shall produce books of account and other proper vouchers, and be examined under oath touching all questions relating to the claim,
19 and sh all subscr ibe to the same: and until such proofs (duly at tested by affidavit of claimant , and also by affidavit of two disinterested and r espectable men, who are are acquainted with the premises insured and the claimant, and by
20 certificate of near est magistr ate, that the stat~ments are true,) are r endered, the loss shall not become payable; in no case shall the claim be for a greater su m than the actual damage or cash value at th e time of the fire; assignors, unless
21 the assignee owns th e property, must prove claims to be valid ; if differ ences of opinion should arise between the parties h er eto, as to the amount of loss or damage upon property partially damaged, the subject shall be r eferred to two
22 disinter ested and competent men, each par ty t o select one, (and iu case of disagr eement, th ey to select a third,) who shall, under oath, ascer tain, estimate and appraise such partial loss or damage upon each article separ ately ; and
23 their award, in writing, shall be binding on the parties hereto, each par ty paying one-half th e expense of r eference.

10 sured on said property. The Company may at auy time cancel tllis Policy, returning the unexpired premium pro rata, and the assured may cancel by paying customary short rates for the expired time.

If the assured, in the written or verbal application for insurance, rnakes any false or erroneous representation material to the risk, or if there is any neglect or deviation from the laws or police regulations, made to prevent accidents
12 from fire; or if the premises insured are held upon lease or are upon leased ground, or the interest of the assured is not one of absolute ownership, and the nature of the interest is not clearly defined in writing hereon; or if there
13 is any attempt on part of the assured to defraud this Company; or, if the title of the property is transferred or changed; or if, without written consent hereon, there is any prior or subsequent insurance, or the Policy is assigned, or
14 the risk is increased by any means within the control of the assured; then, and in every such case, this Policy shall be void.

Permission is giTen to use for lights, Gas, Kerosene or Coal Oil, or Burning Fluid.

All persons having a claim under this Policy shall proceed at once to put the property saved in the best order possible, separating the damaged from the undamaged, a.nd shall give immediate written notice to the agent and render a particular
17 account thereof, with au affidavit, stating the time, origin and circumstances of the fire ; the occupancy of the building insured or containing the property insured; the whole value and ownership of the property ineured; the amount
18 of the loss or damage upon each article; other insurance, if any, and a copy of all Policies ; if required, shall produce books of account and other proper vouchers, and be examined under oath touching all questions relating to the claim,
19 and shall subscribe to the same: and until such proofs (duly attested by affidavit of claimant, and also by affidavit of two disinterested and respectable men, who are are acquainted with the premises insured and the claimant, and by
20 certificate of nearest magistrate, that the statements are true,) are rendered, the loss shall not become payable; in no case shall the claim be for a greater sum than the actual damage or cash value at the time of the fire; assignors, unless
21 the assignee. owns the property, must prove claims to be valid; if differences of opinion should arise between the parties hereto, as to the amount of loss or damage upon property partially damaged, the subject shall be referred to two
22 disinterested and competent men, each party to select one, (and in case of disagreement, they to select a third,) who shall, under oath, ascertain, estimate and appraise such partial loss or damage upon each article separately; and
23 their award, in writing, shall be binding on the parties hereto, each party paying one·half the expense of reference.

the Agent issuing this Guarantee has in no wise a uthority to guarantee any building
or buildings, or take any risk upon any property whatsoever: unless said building or buildings are
rodded with the Improved Electro-Magnetic Conductor, manufiwtured by this Company, and erected
hy their Agents.
2nd--In all cases, the Rods upon the building or buildings must he exclus'ively the hnproved
Electro-Magnetic, and in no case will this Company be held responsible where buildings are furnished

part with any other kind of R.ocls.
3d- No person accepting this fi.uarantee shaH change or alter the position of any of the R.ocls

INSTRUCTIONS FOR THE ERECTION OF LIGHTNING CONDUCTORS.

That Conductors for Lightning may be efficient to protect the buildings whereon they are erected, depend~ greatly upon the manner in
which it is done ; and the experience of more than a century in their use has demonstrated the necessity for the observance of certain rules,
without which there will be no certainty in the protection afforded. The attention of our patron~; is called to the following rules for putting
np work:
The attachments must b e carefully put in, so as to be permanent ; as far as practica ble, they should be screwed through into the studding or rafters of the building.
The Conductors should be made straight and true, wheth er perpendicular or hnrizou titl ; and all curves should be turned in a handsome
and graceful m;1nner, that the Ron may b e an ornament as well as a protection.
Caution must be observed that the Gl,;ss Insulators are not broken ; and that they are firmly enclosed by the attachment.
The placing of the attachments at too great a distance from each other should b e avoided- from three to four feet is the usual distance ;
but in all cases they should be so placed as to fasten the R od in a secure and substantial manner.
Points must be erected on the prominent parts of the bnilding, in accordanc~ .w ith the rule of protecting power, as laid down in the
Agricultural Report of the P a.tent Office, of 1859,. i. e., t he radius of prote?tion being equal to two hund,red p~r cent. of the elevation. Owing
to the increased danger to chimneys !rom ascendmg currents of h eated au, the Hods should, as far as practicable, b e at.t.aehed to, or plac"c1
near them.
A very important matter, and one which people most frequ en tly overlook, is the discharging termini of Conductors. TheRe must h av.e
a contact of from 6 to 15 feet with perman ent moisture.. To terminate a l~od in a foot or two of dry,, non-conducting earth, so limits its dischara ina capacity as to greatly interfere with, if n ot to t ot.tlly d e,; troy its protective power. 'fhe p erfect protecting power of our Circuit
Conductor is owing to the double t ermination, through which the h eaviest discharge of electricity will b e p assecl hfl,rmleRsly into the earth :
and no Lightning Rod will be a perfect protection, unless erected in su ch manner.
The connection of all the points upon the roof of a building, according to F ranklin's theory, with ample discharging termini in the
earth, as h erein specified, is deemed by the Comp;my indispensable to p erfect protection in case of a powerful stroke of lightning; thus
erected, our Rod becomes a Circuit Conductor of the greatest p ower and utility. Fully satisfied of the efficiency of this manner of protection, the Company absolutely enjoin the observan ce of these directions, if p erfect security would b e enjoyed, and indemnity g uaranteed.
In order to guard, as far as possible, against the injury to which points are .subject from h eavy winds, a standard must, in every case,
b e firmly erected where there is no chimney in the proper place to which the p oint can be attach ed in a sufficiently subst,mtial m anner.
:From four to five feet is the greatest h eight to which a point should b e elevated above the upper attachment in the stan d••rd or chimn ey. A point elevated more than this distance will b e liable to bend by the force of a hurrican e, and will need frequent atten tion to keep it
in order.
In er ecting a Circuit Conductor, the directions to b e followed, in conn ection with the nbove. in Ol'cl er to give p erfect protection to buildings, are :- Not more than five points are to be attach ed to the s!\me main or Circuit Rod, whieb is, in each case, to have at least two discharging termini in the earth.
In no case should Conductors t erminate in a cistern, or connect in any manner with gas or water pipes ; and a trench should b e du.C{
away from the foundation walls of the building, at least four feet in length, in which the Rod etln be carried to a safe distance from the wall

Entrance examinations are held at the beginning of school in September of
each year. All candidates for entrance or advanced standing are requested to
confer with one of the members of the Board of Examiners at the Franklin
School, 13th and K sts. n. w., on Thursday, Friday, or Saturday of the week
