Introduction
AECOM Technical Services, Inc. (AECOM) has prepared a Soil and Material Management Plan for use
during the site-wide soil remediation activities at the former Kenosha Engine Plant (KEP). This plan will be
used to assist in the management of both excavated impacted soil and soils identified for use as backfill
whether from an on-site source or imported from off-site locations. This plan was prepared to meet
Wisconsin Administrative Code (WAC) NR 718 requirements and current Wisconsin Department of Natural
Resources (WDNR) guidance (Obtaining DNR Approval Prior to Use of Imported Soil and Other Fill
Materials on Voluntary Party Liability Exemption Sites, DNR RR-041) and is in general conformance with
the Remedial Action Options Report, (RAOR) dated April 2015 which was approved by the WDNR on June
18, 2015 and the Remedial Design Report (Soil) [Soil RDR] dated June 2015.

Site Location and Description
The KEP is located in southeast ¼ of the southeast ¼ of Section 36, Township 2 North, Range 22 East
(Figure 1). The KEP includes approximately 100 acres of land and is located at 5555 - 30th Avenue in the
city of Kenosha, Kenosha County, Wisconsin. The property is currently vacant; however, the former
building floors were retained to act as a temporary barrier until remediation is conducted. The site is
generally flat with soil berms present on the northern and eastern portions of the site bordering the adjacent
roadways. The overall site layout, including the surrounding properties, is shown on Figure 2.
The KEP is divided into 12 separate areas or Chrysler Sites (CS areas), CS1 through CS12, as shown in
Figure 2. The purpose of the subdivision is to provide a means to focus on individual areas where current
and historic uses provided logical groupings for investigation, remediation and to allow for added flexibility
in future redevelopment. For this Soil and Material Management Plan, the CS areas are used for
identification during a phased remediation approach.
The site is mostly covered by impervious paving (asphalt and concrete that includes former building
floors, loading docks, etc.) over approximately 90% of the site. The former loading docks remain in place,
but are planned for removal as remedial activities are conducted. Around the northern and eastern
periphery are landscaped berms which are up to approximately eight feet above the surrounding grade
and are composed of fill soils, understood to have originated from the KEP property. Some of the berm

soils are suitable for reuse on-site as fill material for remedial excavations or low points in the topography
as will be addressed in this plan. The site is enclosed by chain-link fencing.

Background
The KEP buildings were demolished in 2013 and the building floors were retained to act as a temporary
cap. Historic operations at the site included complete automobile manufacturing and assembly, while more
recent operations were focused on the manufacture of automotive engines.
2.1
Site Investigation and Prior Remedial Actions
Historic environmental impacts resulting from manufacturing operations were reported to the Wisconsin
Department of Natural Resource (WDNR) as they were discovered by the site operator at the time of the
release. To some extent these impacts were investigated and remedial efforts were conducted.
Investigations were conducted in the 1990’s prior to demolition of buildings where operations were
discontinued. Underground storage tanks (USTs) were upgraded or removed and some remediation was
conducted. The remediation generally consisted of soil removal and disposal and the installation of
groundwater recovery systems. No USTs are known to remain on the property.
In 2009, the former owner declared bankruptcy and in 2010 operations ceased. Phase I and Phase II
Environmental Site Assessments were conducted by the City of Kenosha, prior to the site’s abandonment
under the bankruptcy court order. Subsequently, a site investigation was completed in 2014 in general
conformance with NR 716, Wis. Adm. Code (AECOM, March 2015).
In addition to the historic excavation activities conducted by Chrysler, more recent remedial excavations
were conducted between 2012 and 2014 by the City of Kenosha. The recent excavation activities focused
on select areas within CS3, CS4, CS6, and CS10.
2.2
Remediation Planning
A RAOR was prepared and submitted to the WDNR in April 2015 and the selected alternatives in the RAOR
were approved by the WDNR in a letter dated June 18, 2015. The selected alternatives for soil and
groundwater included:
Soil
Excavation of soil up to 12 feet below ground surface (bgs) in select areas for unrecoverable,
residual LNAPL or source concentrations of TCE.
Excavation of soil to depths of approximately four feet bgs in select areas of industrial direct contact
residual contaminant levels (RCLs) exceedances (various VOCs, multiple PAHs, lead or arsenic
greater than 100 mg/kg or PCBs greater than 1mg/kg).
Placement of a temporary vegetated earthen cap in select areas of industrial direct contact
exceedances or groundwater pathway exceedance until the site is redeveloped.
Institutional controls for maintenance of direct contact barriers as needed.
Groundwater
In-situ treatment using ISCO and/or ERD
Institutional controls.
A soil Remedial Design Report (Soil RDR) was prepared and submitted to the WDNR in June 2015 to
provide additional details regarding the proposed soil remedial action activities. The overall objective for the
soil remedial action is to address the direct contact exposure pathway while also reducing source area

contaminant mass that could continue to serve as a source for ongoing groundwater impacts. As
referenced in the soil RDR, a separate remedial design report will be prepared to address residual
groundwater impacts. Implementation of both the soil and groundwater remedial measures will be
implemented in phases based on available funding sources and future site redevelopment plans.
2.3
CS2 Soil Remediation
CS2 was selected as the first phase of the soil remedial action because of the close proximity to the general
public and because of the concentrations of petroleum and chlorinated constituents. Plans and
specifications were prepared for soil remediation in the CS2 area to complete the remedial activities during
the summer and early fall of 2015. Specifications for the soil removal and related activities were prepared
and the work was publicly bid in June 2015. The remedial activities began on July 27, 2015 and were
completed on October 23, 2015 with the final seeding of the area. The soil remediation excavation was
completed in general conformance with the plans and specifications provided during the public bidding
process. Approximately 13,730 tons of petroleum-impacted soil was excavated from the five petroleumimpacted excavation areas and approximately 1,070 tons of chlorinated-impacted soil was excavated from
the one chlorinated-impacted excavation area. The CS2 remediation activities were documented in the CS2
Remedial Action Documentation Report (RAD; AECOM, December 2015).
Section 3.0 provides for a phased approach to address the remaining remedial excavations as identified in
the RDR.
2.4
Anticipated Post-Remedial Site Conditions
The site is currently zoned M-1 Light Manufacturing and M-2 Heavy Manufacturing. Redevelopment after
remediation assumes the following:
Post-remediation uses are anticipated to be commercial or light manufacturing.
Residential uses for the site will not be considered.
The City of Kenosha will require the use of a vapor barrier system for new construction.
As redevelopment occurs, the buildings, pavement and landscape will provide the final cap, where
necessary.
Until a final cap is in place (through redevelopment) the site may be capped temporarily by
vegetated soil.
Impacted soil and groundwater encountered during site redevelopment activities will require special
handling and disposal.
Institutional controls will be utilized to address residual soil and groundwater impacts that remain
after completion of the remedial efforts.

Soil Remediation Overview
As detailed in the soil RDR, the accessible impacted source soil in the areas identified for removal will be
excavated and hauled off-site for disposal at a WDNR-approved solid waste recycling and disposal facility
(RDF).
3.1
Areas Identified for Removal
The soil RDR identified 37 soil excavation areas. The excavation locations were further refined as part of
the site-wide soil remediation planning by reducing the size of some of the larger excavations by separating
them into separate, smaller excavations, thus increasing the total number of excavations, but decreasing the
amount of soil requiring removal. Forty (40) individual areas have been identified within CS1, CS3 through
CS8 and CS10 for excavation. Note that the soil remediation in CS2 was conducted in September 2015
and these areas are not included in the number of excavations described for the upcoming site-wide soil
remediation.
As specified in the RDR, the remedial soil excavations are planned for select areas of unrecoverable,
residual LNAPL or source concentrations of TCE and select areas of industrial direct contact residual
contaminant levels (RCLs) exceedances (various VOCs, multiple PAHs, lead or arsenic greater than 100
mg/kg or PCBs greater than 1mg/kg).
The areas identified for removal that will be addressed as part of this plan are shown on Figure 4 and are
labeled as E1 through E47(excavations E28 through E32 have already been completed and E12 and E37
were removed after further evaluation of the soil data). The excavation areas were numbered for a
consistent reference to a specific area because of the potential for the excavations to be conducted in
phases. Each excavation label also provides a letter used as an indication why the area was selected for
excavation. The letter designations are:
L - The presence of LNAPL or elevated petroleum concentrations (i.e., E5L);
T - An area where TCE concentrations are above the selected criteria (i.e.,E2T);
P – Areas with PCBs (i.e., E23P);
M - An area with metals above the selected criteria (i.e. E19M); and,
B – Areas where more than one impact is present (i.e., E22B).
Excavation locations are illustrated on Figure 3. Table 1 provides detailed information regarding the relative
size and anticipated depth of each excavation area. Actual excavation dimensions and locations may be
adjusted in the field during remediation based on observed subsurface conditions and/or additional data
that is obtained.
3.2
Remediation Phasing Plan
The excavation work, and subsequent removal of the existing surface material throughout the KEP to
facilitate soil cover or temporary cap (in areas where final caps are planned) installation and grading, will be
conducted in several phases at the City’s discretion. This plan may be modified in the future as work is
completed and other site related activities are performed. The excavation areas have been grouped to allow
for work to be conducted in alignment with funding source requirements while also allowing flexibility based
on excavation locations, on-site berm soils available for reuse, and proximity to residential properties. The
temporary capping/grading activities have also been incorporated into the phasing plan. The remediation
groupings are presented on Table 1.

The soil excavations have been divided into three groupings and generally consist of the following:
Group A: Includes a combination of petroleum and CVOC excavations located primarily within CS1, CS6,
CS7, and CS8;
Group B: Includes predominantly CVOC excavations in CS3, CS4, CS5, and CS10; and
Group K: PCB impacted soil identified E9 will also be removed, but will be managed as a separate
remediation work plan that will be reviewed and approved by both USEPA and the WDNR.
Additional details regarding excavation groupings and estimated excavation sizes are included in Table 1.

Excavated Material Handling
Concrete Building Foundation and Asphalt Parking Lot Removal
As a follow-up to the previously-conducted KEP demolition activities, concrete building foundations and
associated paved surfaces will be removed to facilitate access to the excavation areas. Concrete and
asphalt surfaces outside of the excavation areas will likely also be removed as the remediation efforts
progresses to allow site grading for vegetated soil cover until redevelopment occurs. Concrete thicknesses
across the KEP vary from approximately 6 inches to several feet. Any subgrade structures that can’t be
reasonably removed during the remediation activities will be left in place and mapped for future reference
during site development.
Some and/or all of the removed concrete may be stockpiled on site in an area identified by the City of
Kenosha on the KEP. As part of site remediation, the City of Kenosha will have the concrete crushed for
recycling on-site. The crushed concrete will likely be used for on-site for backfill or for roadways that will
dissect the property. Concrete that is heavily stained (based on visual observations) from historical KEP
operations will be segregated and will not be mixed with concrete that is planned for crushing and reuse.
The stained concrete and other materials not suitable for re-use will be handled separately from the
excavated soils and will be disposed at a Wisconsin-licensed landfill.
Other segregated waste materials will be accumulated and temporarily stored in a designated area in a
manner appropriate for each material type in accordance with applicable federal and state laws and
regulations. Potentially contaminated waste materials will be handled in the same manner as materials that
are known to be contaminated. Liquids that may be encountered during removal of abandoned piping will
be stored in containers on site until the material is characterized and disposed.
4.2
Impacted Soil
4.2.1
Waste Characterization
Prior to performance of the excavation activities, the required waste profile and disposal agreements will be
secured. Where appropriate, the existing waste profiles will be utilized and/or updated. As needed,
representative soil samples will be collected to allow for the material to be characterized for waste disposal
purposes. The soils samples will be submitted for various laboratory analyses as required by the landfill and
based on the known characteristics of the areas identified for excavation.
A separate work plan was prepared and submitted to the WDNR who approved the plan on February 19,
2016 with concurrence from the US EPA on February 22, 2016. The waste characterization samples will be
analyzed for TCLP of the eight Resource Conservation and Recovery Act metals (arsenic, barium,
chromium, copper, lead, mercury, silver, and selenium) and various volatile and semi-volatile organic
compounds, PCBs, diesel range organics, gasoline range organics, and general chemistry parameters such
as flash point, paint filter test, pH, total phenols, and percent moisture. The waste characterization activities
are planned for mid to late March. The results of the waste characterizations will be used to solicit bids from
landfills such that the selected landfill will be identified in the public bid for the planned KEP remediation
excavations.

Soil Disposal
The soil excavated from the KEP will be loaded onto trucks and hauled to a WDNR-approved solid waste
disposal and/or recycling facility. Either an existing waste profile or a newly established waste profile will be
used depending on the excavation location and nature of impacts. The soil hauled off-site for disposal will
be covered in accordance with NR 718.07(2) and absent of free liquids.
Excavated VOC, PAH and metals impacted soil will be transported off-site for treatment/disposal at a
Subtitle D landfill for treatment (biopile) based on currently available information. If impacted soil is identified
as characteristically hazardous during the waste characterization program, the soil may be treated prior to
subsequent disposal as a solid waste. If treatment is not available for the contaminant or if treatment is
unsuccessful or cost prohibitive, other disposal options will be evaluated for the specific soil in that is
classified as hazardous.
4.3
Excavation Dewatering/Contact Water Management
The excavations are planned to extend to varying depths through the unsaturated soils with select
excavations extending to 12 feet bgs which could be approximately 2 feet into the groundwater table
depending upon current climactic conditions (see Table 1 for planned excavation depths by excavation
number). The subsurface soil at the water table consists primarily of fine–grained soils that do not yield a
significant volume of water and, based on prior excavations, the soil at the water table interface will be
removable without dewatering. As such, excavation dewatering will not be conducted. In the event that
groundwater would enter the excavation to the degree where dewatering would be necessary, the
excavation would cease at the depth where groundwater was encountered.
When necessary, the construction contractor will take measures to mitigate the drainage of storm water
runoff from entering the excavation by constructing temporary soil berms and covering them with plastic
sheeting to minimize runoff. If a substantial amount of storm water enters the excavation from a significant
rainfall event, the construction contractor will remove any accumulated water from the excavation and
arrange for disposal to the city sanitary sewer system. The water pumped from the excavation may be
temporarily stored in a frac/poly tank or plastic totes for sediment filtering and removal prior to discharging to
the city sewer system in accordance with the city’s discharge permit requirements.

Backfill
Following completion of each excavation, backfill material will be placed into the excavation. Based on the
anticipated excavation dimensions, it is estimated that approximately 65,800 cy of backfill material will be
required.
Backfill material will be obtained from on-site sources, to the extent available. These sources include the
berm soil located in CS1, CS6, CS7, CS8, and CS9, cut soils resulting from site grading, and crushed
concrete or other on-site sources of suitable fill. Note that bricks, concrete, and or asphalt that is painted
with lead based paint or contaminated with PCBs will be disposed of off-site and will not be utilized as fill
material.
Additional soil from off-site sources may also be used, as necessary, to meet required grades. In
accordance with WDNR guidance, an assessment will be made of each off-site source soil source proposed
for use as backfill. The following sections provide additional information regarding the each source for
backfill materials and the process that will be utilized to ensure that it is suitable for use at the KEP.
In general conformance with NR 504.04(3)(c) and NR 504.04 the backfill, whichever backfill source is used
the backfill will not:
Be located within a floodplain – the KEP is not located in a flood plain;
Will not have a “significant adverse impact on wetlands” – the KEP is located in an urban area with
no nearby wetlands;
Will not cause a “take of an endangered or threatened species”;
Will not cause a “detrimental effect on any surface water”;
Will not cause a “detrimental effect on groundwater quality or will cause or exacerbate an
attainment or exceedance of any preventive action limit or enforcement standard”;
Will not cause a “migration and concentration of explosive gases”; and
Will not cause “the emission of any hazardous air contaminant exceeding the limitations for those
substances contained in NR 445.04 or 445.05.
In addition, in general conformance with NR 718.12(1)(c), in no instance will impacted soil be placed in the
following locations:
Within a floodplain.
Within 100 feet of any wetland or critical habitat.
Within 300 feet of any navigable river, stream, lake, pond, or flowage.
Within 100 feet of any on-site water supply well or 300 feet of any off-site water supply well;
Within 3 feet of the high groundwater level.
Where the contaminated soil poses a threat to public health, safety, or welfare or the environment.
Note that for most of the imported soil (and the berm soil), the original excavation depth is uncertain (or for
the berm soil, is above where placement is needed), an exemption from NR 718.12(1)(c)6 (“At a depth
greater than the depth of the original excavation from which the contaminated soil was removed”) is
requested as part of this soil and material management plan.
The backfill material (whether from an off-site or on site sources) will be placed in 12-inch lifts and
compacted with a vibratory roller after each lift to minimize settlement. The backfill material will be graded to
an elevation as designated in the temporary grading plan. Details regarding site grading and soil cover

installation will be included in the plans and specifications that will be developed for bid solicitation and
contracting.
5.1
On-Site Berm Soils
On-site berm soils located within CS1, CS6, CS7, CS8, and CS9 have been identified for use as excavation
backfill material. Estimated volumes suitable for use as backfill are provided below and exclude those areas
of the berms that have been identified for off-site disposal:

The berm areas were assessed as part of the site investigation activities and the results were presented in
the previously submitted site investigation reports. Appendix A (CS1), Appendix B (CS6), Appendix C
(CS7), Appendix D (CS8), and Appendix E (CS9) include a figure showing the borings located along each
berm and the tabulated analytical data for samples collected of berm soils that have been identified for reuse on site.
The data collected to date and included in Appendices A through E demonstrate the suitability of this
material for re-use as backfill at the KEP. While the majority of the berm soil is considered “clean soil”,
some isolated areas of the berms have low-level residual impacts with concentrations in excess of the
applicable NR 720 RCLs (industrial direct contact or groundwater pathway) and as such will have some
limitations on placement locations. As referenced previously, portions of the berm have also been identified
for off-site disposal. These areas, along with any identified placement limitations, are illustrated on the
Figures included in Appendix A through E.
At this time additional sampling of the berm soils is not warranted as the low level residual concentrations
detected in portions of the berm are consistent with soils already present at the KEP that will remain
following completion of the remedial activities. Table 2 provides a comparison of berm soil concentrations to
the residual soil concentrations that have been identified in the soil RDR to remain in place after completion
of the remediation activities. In addition, the installation of clean soil (topsoil and grass) will provide
additional protection until final site development activities occur.
It is anticipated that the berm soils will be sufficient to backfill the Group A excavations identified in Table 1.
Subsequent excavation groupings (Group B and Group K) and overall site grading will utilize the balance of
the berm soils, along with on-site crushed concrete and/or off-site fill material sources as described in the
Section 5.3. Records will be maintained during backfilling operations to document the placement locations
of the berm soil that is re-used on site.
An exemption from NR 718.12(1)(c)6 (“At a depth greater than the depth of the original excavation from
which the contaminated soil was removed”) is requested for the berm soil because the soils are presently
located above grade and the soils are planned for below grade backfill.

On-Site Crushed Concrete
The City, at its discretion, may utilize crushed concrete to fill voids, backfill excavation, and construct
temporary roadways. The concrete sources, as described in Section 4.1 include material removed during
the excavation activities and/or paved surfaces removed as site grading operations proceed. As referenced
previously it is anticipated that the currently staged concrete from the CS2 remediation work, along with
additional concrete removed during the Group A and Group B excavations and/or site grading activities,
may be crushed and utilized as “clean fill” at the KEP.
The crushed concrete does not include any known lead based paint or coatings that would be suspected to
contain asbestos and meets the requirements specified in NR 500.08(2)(a).
5.3
Off-Site Fill Material Sources
To supplement the use of on-site materials as backfill, off-site fill materials may be required either during the
excavation activities or the overall site grading operations. At this time, the following sources have been
identified for possible use:
City of Kenosha Streets Department Stockpile
City of Kenosha Water Utility Stockpile
It is anticipated that these off-site soils will not be needed for the initial Group A excavation activities, so
adequate time is available to complete the necessary sampling and obtain WDNR’s approval prior to the
material being brought to the KEP. The following provides a description of each of the off-site sources and
the proposed sampling plan to confirm that it is suitable for re-use at the KEP. Note that as additional
sources of off-site fill material are identified similar information will be submitted to the WDNR for approval
prior to the earthen fill material being utilized at the KEP.
5.3.1
5.3.1.1
Streets Department Stockpile
Source Description
The Streets Department stockpile is located at 6415 35th Avenue in the City of Kenosha. The volume of
stockpiled material is estimated to be approximately 300 cubic yards and consists primarily of sand and
gravel. The stockpiled materials is comprised excess materials (predominately sand and gravel) generated
during small street department projects (i.e. pavement repairs, sign placement, etc.) where small quantities
of soil may be generated and not able to be spread at the location generated.
The soil was not able to be sampled prior to removal from the ground since the generation of excess soil
was not planned. Because the original source of the stockpile soil is unknown, a sampling plan is proposed
as described in the following section.
5.3.1.2
Sampling Plan
The following sampling plan is proposed for this small stockpile (approximately 300 cubic yards) and is
consistent with the requirements specified in NR 718.12:
Collect three discrete soil samples utilizing hand tools or a backhoe to access the center of the pile;
Submit the samples to a certified laboratory for analysis of VOCs, PAHs, RCRA metals, and total
PCBs.

The stockpile location is provided in Appendix F. The actual sample locations will be determined in the field
at the time of sample collection and will be based on stockpile stability and equipment access limitations.
Upon receipt, the City will provide the WDNR with the sampling results and request approval for use of the
stockpiled material at the KEP, if appropriate.
It is expected that throughout the year, small stockpiles of soil may be generated and as generated, may be
sampled according to the plan proposed here. Should a larger quantity of soil be generated, an alternate
sampling plan may be proposed for those specific instances. It is the City’s intent for the future to track the
locations from which the soil is removed to facilitate compliance with WDNR requirements for reuse
5.3.1.3
Proposed Used

material for the excavation work described in section 3.1 or as general fill material to reach desired finished

maintained during backfilling operations to document the placement locations of the Streets Department soil
that is used on site. The actual placement depths will be determined following receipt of the sampling
results.
5.3.2
Water Utility Stockpile
5.3.2.1
Source Description
The water utility stockpile is located at 4401 Green Bay Road in the City of Kenosha. The volume of
stockpiled material is estimated to be approximately 3,500 cubic yards with an average height of
approximately 8 feet above grade. The stockpiled materials is comprised excess materials (predominately
sand and gravel) generated during water main breaks and/or repair activities.
The soil was not able to be sampled prior to removal from the ground due to the emergency nature of the
removal (water main breaks or other utility response actions) rather than planned removals. Although the
exact sources of soil that comprise the stockpile are unknown, a review of the general areas where the
water utility has performed repair work would indicate that the repair work is predominantly performed in
residential areas of the City. A smaller portion of the repair work is performed in commercial and industrial
areas. It is possible that some of the soils may have been taken from near or adjacent to closed or current
release sites, and as such sampling is proposed as discussed in the following section.
5.3.2.2
Sampling Plan
Two alternative sampling strategies are presented. The first sampling strategy was prepared consistent with
current WDNR guidance and NR 718.12 requirements. The second sampling strategy presents the
proposed approach to reduce overall sampling costs while still providing information to assess the suitability
of this soil for use at the KEP.
NR 718 Sampling Strategy
Consistent with NR 718.12(1)(e), one sample will be collected for analysis for each 100 cubic yards of
stockpile soil for the first 600 cubic yards and one sample for each 300 cubic yards for the remaining
volume greater than 600 cubic yards. Based on the estimated stockpile volume of 3,500 cubic yards,
the following is proposed:
Collect 16 discrete soil samples and varying depths utilizing a geoprobe rig and/or backhoe or
similar equipment to access the center of the pile;

Submit the samples to a certified laboratory for analysis of VOCs, PAHs, RCRA metals and

The approximate sample locations and sample depths provided in Appendix G. Actual locations may
vary slightly depending on stock pile stability and equipment access limitations. Upon receipt, the City
will provide the WDNR with the sampling results and request approval for use of the stockpiled material
at the KEP, if appropriate.
The estimated analytical cost for the NR 718 complaint sampling plan is approximately $4,500. Please
note that this cost estimate if for analytical costs only and does not include consultant or subcontractor
costs to collect the samples and evaluate the data.
Proposed Sampling Strategy
The following sampling approach is recommended based on the source of backfill material being from
water utility repair activities, use as fill material at the KEP that will be placed beneath a vegetated soil
cover until site redevelopment, and the planned end use of the property with non-residential zoning.
Collect six discrete soil samples and varying depths utilizing a geoprobe rig and/or backhoe or
similar equipment to access the center of the pile;
Submit the samples to a certified laboratory for analysis of VOCs, PAHs, RCRA metals and
total PCBs.
The approximate sample locations and sample depths for the proposed sampling plan are provided in

limitations. Upon receipt, the City will provide the WDNR with the sampling results and request

5.3.2.3

material for the excavation work described in section 3.1 or as general fill material to reach desired finished

that may differ from where they were generated as needed to backfill at the KEP. Records will be
maintained during backfilling operations to document the placement locations of the Water Department soil
that is used on site. The actual placement depths will be determined following receipt of the sampling
results.
5.3.3
Additional Off-Site Sources
As needed, additional off-site sources may be identified for use at the KEP. The City will require the
selected contractor (s) to identify the sources that they will use for any required fill material as part of the bid
submittal process. To the extent possible, offsite fill materials shall be obtained from virgin nonindustrial/urban borrow sites. In the event that alternate locations are identified by the contractor, the City
will provide the WDNR with additional information as specified in DNR RR-041 and request prior approval
before the material is utilized at the KEP as backfill.
At a minimum, the submittal will include the following information:
Location of the proposed fill site
Past and current uses of the property
Maps and diagrams identifying where the material is coming from and the anticipated placement
areas
Available sampling data of the import material

Sampling plan, if proposed.
Topsoil
Topsoil over approved fill soil (if needed) will provide the temporary earthen cover after the remedial
excavations and site grading is complete. Topsoil removed from the fallow farm field that was developed
for the Amazon warehouse is proposed for use at the KEP. Approximately 13,000 cubic yards of topsoil
have been stockpiled at a city-owned property on 47th Avenue. Six soil samples were collected from the
topsoil and analyzed for base-neutral pesticides (and herbicides), ammonia and nitrate. Ammonia and
pesticides were not detected, and nitrate concentrations were less than 10 mg/kg. A copy of the
laboratory analytical report is included as Appendix H.
If additional fill soil or topsoil is necessary to complete the temporary earthen cover, the procedures in
Section 5.3.3 will be used to obtain WDNR approval prior to use of the off-site material.

Documentation and Reporting
Upon completion of the source area soil remediation activities a Soil Remedial Action Documentation Report
will be prepared in accordance with NR 724 and submitted to the WDNR. This report will include specific
information regarding the fill areas and soils utilized whether from on-site sources or off-site sources. The
report will also provide information regarding the locations (GPS coordinates) and placement depths for fill
material with residual impacts that the WDNR imposes any placement limitations on. It is anticipated that
separate reports will be prepared for the various phases of the excavation work.
