Dear Ms. Krewson:
As you already know, pursuant to authority under the Comprehensive Environmental Response,
Compensation, and Liability Act of 1980, as amended in 1986, the United States Environmental Protection
Agency (U.S. EPA) will be performing a Time Critical Removal Action at the Frost Manufacturing
Company site, in Kenosha, Wisconsin. The U.S. EPA has retained the technical services of the consulting
firm of Smith Environmental Technologies Corporation (formerly known as Riedel Environmental
Services Inc.) to accomplish much of the necessary fieldwork for this task.
The approved Action Memorandum for the removal action has been enclosed for your information. As
part of the removal action, the U.S. EPA plans to remove hazardous wastes and materials from the Cityowned property. Section V . A . I of the approved memorandum includes a description of the proposed
actions to be conducted as part of the removal. Field activities are scheduled to begin on or about March
10. 1997. It is estimated that the removal action will require approximately three months to be completed.
The U.S. EPA understands that the Department of City Development is the City's Real State Agent and at
this time requests the right of entry to undertake this emergency removal work and seeks the City's
voluntary cooperation in this matter.
